Why $0 Application Fees Matter to Fall River Owners (Not Just Renters)

When a Fall River listing charges $50 per adult to apply, owners usually shrug and treat it like the renter's problem. It is not. Two adults is $100 before anyone walks the unit, and the people who bounce never make it onto your showing calendar. Then you sit there wondering why the phone is quiet.

The pattern on a lot of Fall River ads is $50 a head. A couple pays $100 just to be considered. Families watching cash that week, voucher households, anyone who already spent money applying somewhere else this month, they skip you. You never meet them. That is not a better screen. That is a smaller pile of files and a slower lease-up, and you are the one who eats the empty days.

Fortified listings are $0 to apply. That is on the current rentals page and the apply page. Screening still happens. It is included when you hire us to lease the unit. The applicant does not pay to apply, and the file still has to clear. I would rather have more people in the funnel and then actually underwrite them than collect fifty dollars from whoever was willing to spend it.

Why that fee costs the owner

Lease-up is inquire, tour, apply, screen, sign. Every extra hoop knocks people out before you have a file you can even judge. A $50-per-adult fee does not tell you if they will pay the rent or take care of the unit. It only tells you they were willing to spend $50 to be considered. Then you still have to screen the people who paid, so you did not buy a better tenant. You bought a thinner calendar.

Thin calendars become empty days, and empty days are the larger invoice. That is why we publish fill time and the lease-up packages on the lease-up page instead of hiding behind a fee at the front door. The 26-day median is already public if you want the other half of this math.

Massachusetts does not let you charge applicants to apply

Under Massachusetts G.L. c.186 section 15B and the regulations at 940 CMR 38.00, landlords and their agents cannot charge tenants application fees, credit-check fees, or any cost beyond first month, last month, security deposit, and a lock-and-key fee. The Attorney General's August 1, 2025 broker fee advisory said the same thing in plain language.

First, last, deposit, and a key fee are still allowed at move-in. That money is the tenant's, at lease signing, under the statute. It is not an application fee, it is not a credit-check fee, and it is not something the owner pays. Mixing those four items into a screening chart is how you confuse the whole conversation.

So if a Fall River manager is charging applicants $40 or $50 to apply, they are either breaking the law or banking on the applicant not knowing. We do not play that game. Owner-paid screening is the compliant path. This is education, not a legal opinion. Read the statute and the advisory, or talk to counsel, if you need it for a specific file.

What the $30 actually is

Every Fortified applicant still runs through income-to-rent, debt-to-income, credit, available funds, occupancy history, eviction history, and unpaid landlords. We weigh those together instead of letting one ugly number sink a file, and a warm body with a fee receipt does not automatically pass. When you hire Fortified to lease the unit, that screening work is included in the lease-up. We do not charge a screening fee on top of it. The report we run is the Appfolio report: credit and eviction history. We ask the landlord to reimburse $30 per adult for that report. That is it. It is not a Fortified screening fee, and the applicant never pays it.

If you are not on a management agreement, that $30 shows as a line on the per-tenant invoice so you can see how many reports we ran. If you are a Fortified management client, it shows on the monthly statement the same way. You can tell us not to pull the report. I would not. Playing credit roulette with a 12-month lease is how owners end up chasing judgments.

The Work Number is optional. We use it when someone is self-employed or the W-2 looks unusual, and I will talk you out of the pull when the documents already answer the question. Income starts with documents, not a payroll product as the first move.

What you should ask any manager

Ask what applicants pay to apply, in writing, on the listing. Ask who pays for credit and eviction, and whether you can see the pulls. Ask whether the listing price is the listing price, or whether some monthly add-on shows up after the tour. More people in the funnel still means we screen. Speed is not the first person who booked a showing. Our published fill time is a 26-day median because we work the files, not because we cashed an application fee at the door.
